Hon. Colonial Secretary,
1. In accordance with the Viceroy's promise kr.
Wei Han accompanied by Mr. Wu arrived yesterday to discuss various matters in which a closer co-operation might be established bet- -ween Canton and this Colony especially in the suppression of crime. These two gentlemen had an interview with me this afternoon at which you and the Registrar-General and Captain Lyons were present. The following points were raised by me and Mr. Wei Han
concurred.
2. (a). That each Government should have one
detective on each of the 7 steamers plying between Canton and Hongkong daily. The same detective not to be always on the same
steamer.
(b). That the Captain Superintendent of Police, Hongkong, and the Taotai of Police in Canton should correspond direct on matters of crime and that the Captain Superintendent of Police should telegraph direct requesting the arrest of any criminal on board a steamer.
(c). That the Canton Government should give an undertaking that execution should not necessarily follow every case of extradition, and that it should apply for extradition in minor offences (included as extraditable offences in the schedule
of the Ordinance.)
(d). I observed that I hoped to cheapen the process for the Chinese Government either by appointing the Assistant Crown Solicitor to prosecute for a fixed fee or by making an arrangement with a Hongkong firm to do so at a low fee. (e). That the Canton Government should in all

cases inform the Captain Superintendent of Police when any detectiv spy, or informer is sent to Hongkong in order that our Police may assist him. He will on arrival report himself to Captain Superintendent of Police.
(f). Similarly our detectives &c., to receive help in Canton and communicate direct with the Taotai of Police.
